Season 5 of the Outlander TV series is an adaptation of events described in my book, THE FIERY CROSS, the fifth book in my OUTLANDER series of novels.
As of February 13, 2020, here is the information we have about where season 5 of the Outlander TV series will be shown on cable networks, available for streaming, or may be purchased online:
United States of America
The Outlander TV series debuts first in the U.S. because it was created and is produced by an American cable TV company, STARZ, and Tall Ship Productions, also in the U.S.
A paid subscription to STARZ via your cable or satellite service, a bundled streaming service, or a streaming license purchased from STARZ is needed to watch Season 5.
Cable: Season 5 began on the STARZ cable network and was released via STARZ’s streaming service on Sunday, February 16, 2020. Episodes for the rest of Season 5 will be shown each Sunday at 8 p.m. Eastern and Pacific Time, and released via streaming. But CHECK your local listings to be sure this hasn’t changed in your area, please!
Streaming: In the U.S.A., you may purchase a streaming license directly from STARZ online for a monthly fee, which allows you to watch Outlander and other STARZ series on multiple devices using a web browser or the STARZ app. New episodes are released each Sunday for the season, plus already released episodes from seasons 1 through 5 are available. (You have to have internet access for streaming options, and likely Wifi too, depending on your setup.)
Some bundled streaming services in the U.S. (such as Sling, Hulu, Amazon, Apple, etc.) already include STARZ in subscriptions. Or you may be able to add STARZ easily to that service. Please check with your bundled streaming provider.
Below are known providers outside the U.S.A. Note that this list is very incomplete; please check with your local cable and streaming service providers for more information about access to the Outlander TV series.

Outlander Season 5 is available on Foxtel’s Fox Showcase channel, and began with the first episode on Monday, February 17th, 2020. New episodes will probably be shown a day after they debut in the U.S.A. each week, on Mondays. Please check your local listings to verify the dates and times!

In Canada, season 5 is broadcast on the W Network (cable service), and began with the first episode on Sunday, February 16, 2020. New episodes are scheduled for broadcast on Sundays at 9 p.m. (Eastern and Pacific time zones), but please be sure to check your local W Network listings and time zones and verify the time in advance!
Episodes of the new series 5 (aka season 5) became available from Amazon Prime Video (U.K.) service on Monday, February 17. New episodes will appear on Mondays, a day after they debut in the U.S.A. You may purchase episodes individually or a season pass.

Global Licensing Information
You may logically ask… why isn’t there a master list somewhere, showing where you can access the Outlander TV series in any format, from any country?
The answer: because it’s complicated to license and distribute a TV series globally.
Once made and ready to be released, Sony International owns and manages the rights to the Outlander TV series. Starz is producing it (i.e., actually making the show) and in return gets the exclusive right to show it on their network—but only in the U.S.A. Sony then makes deals (obviously as many as they can) with distributors and networks in other geographical territories, one by one. This takes time. (Remember, there are 196 countries on Earth!)
Our world is divided into geographic regions for the sales and distribution of video products and their licenses, including TV series. Each geographic region, which may be an individual country, several countries, or other area, has different cable, satellite and streaming companies that service it. Sony International, the distributor for the Outlander TV series, accepts bids from companies that wish to broadcast or stream it, awards the bids, then handles the international law and contracts that have to be negotiated and agreed upon with each and every country or countries and geographic region.
In other words, STARZ and Tall Ship Productions create the series, an adaptation of Diana’s books, and STARZ has rights to show the series in the U.S.A. But Sony owns and manages the global licensing rights to broadcasting and distributing the Outlander episodes in any format, including on cable, satellite and broadcast channels; streaming services; on DVDs or Blu-Ray discs; and from download sites. Sony works with cable outlets around the globe, which involves legal details also, and determines when the the show is released in each format, whether in the U.S.A. or any other country. This also includes audio versions, special versions for the visually impaired, translations to languages other than English, etc.
Note that all of the viewing options (including DVDs, Blu-Ray, and streaming) are likely geo-locked to your geographic region, for licensing reasons. <g>
